The Town Settings on the left would apply to everyone else who doesn't have heavier weighted settings applied to them on the right. So it doesn't matter what the Town settings are, it matters what the Caste, Household, and Sim settings are for the teen sims. But settings on the right will trump, that is override, settings on the left. In SP, the settings flow like this: Town > Lot > Caste > Household > Sim.
